POST: DEPUTY REGISTRAR (ADMINISTRATION)
QUALIFICATION & EXPERIENCE:
Qualification: Masters’ degree with minimum 55% marks or its equivalent from a recognized University / Institute.
Experience: i) 9 years’ experience as Assistant Professor with experience in educational administration, or ii) Comparable experience in research establishment and/or other institutions of higher education, or iii) 5 years of administrative experience as Assistant Registrar or equivalent.
Desirable: Qualification in area of Management / Engineering / Law. Experience in handling computerized administration / legal establishment matters.
JOB RESPONSIBILITIES:
- Deputy Registrar (Administration) shall function under the control of the Registrar.
- Monitor and take timely action for nomination of employees for the nominated posts such as Dean/Principal/Director/HoDs etc.
- Assist the Registrar in matters connected with the Board of Management, Planning Board and maintenance of records thereof. Further, shall maintain details of the constitution of the Authorities and ensure timely action for nomination of the members from time to time.
- Ensure that Committees, as required to deal with Administrative matters, are constituted from time to time, maintain records of their proceedings and take follow up actions according to the resolutions made thereof.
- Keep updated on the Rules and Regulations etc. promulgated by the Regulatory Bodies in matters of Administration and appraise the Registrar on the implications of the same on the University.
- Ensure that all the Administrative Ordinances, and Regulations are up-to-date and are consistent with the Act, Statutes, Ordinances and the norms of the respective Regulatory Body.
- Coordinate and organise various activities/events of the University such as Convocation, Foundation Day, Republic/Independence Day etc.
- Provide support to Constituent Academic Units (CAUs) in respect of matters connected with Administration.
- Facilitate any inquiry/investigations initiated by any Authority or Officer of the University and provide relevant information and documents in this regard with the prior approval of the Registrar.
- Monitor and maintain the University website in coordination with IT Department with prior approval of the Registrar.
- Maintain Files/Documents/Records in physical and digital form connected with Administration. The records shall include personal records of all officers, academic staff, administrative staff and other employees of the University.
- Take follow up action on the proceedings of the Condemnation/Disposal Committees from time to time.
- Provide accommodation/transport for Academic Visitors and other Official Guests of the University.
- Process TA/DA claims of employees and guests as per the norms.
- Function as Chief Public Information Officer and deal with RTI queries from time to time in consultation with the Legal Department.
- Maintain record of all movable and immovable properties of the University. Appraise the Registrar of the required maintenance and upkeep of all properties and assets of the University.
- Take appropriate actions as per the applicable norms of the Government and Regulatory Bodies from time to time. Ensure timely updation of data on the web portals (AISHE, SIRO, UCOST, RUSA, AIU, NIRF, CPCSEA, UGC, SAMARTH portals etc.), and submission of reports/returns to State Government and Regulatory Bodies in matters connected with Administration.
- Ensure preparation of draft Annual Report in coordination with all CAUs and Administrative Departments well in time.
- Ensure that the necessary draft letters/ proposals/ orders/ circulars/ notices are submitted to the Registrar/Vice-Chancellor in time in respect of matters connected with the above duties.
- Perform any other duties assigned by the Registrar from time to time.
- Submit a detailed report to the Registrar on the actions taken and/or progress made with regards to the above duties every quarter.
- Shall have the authority to seek data/ information, as required in discharging above mentioned duties, from CAUs and Departments. The CAUs and Departments are required to provide such data/ information within the time specified by him/her from time to time.
